TOR HILL LADIES GOLF CLUB
CONSTITUTION AND BYLAWS (2012)
NAME The name of the organization shall be the Tor Hill Ladies Golf club, consisting of two divisions: the Morning Ladies and the Business Ladies
MISSION The purpose of the Tor Hill Ladies Golf Club (henceforth known as “The Club”) shall be to organize golf events in order to promote golf at all age and ability levels for social enjoyment and competition.
OFFICERS The governing body shall be known as the Executive. The Executive must be elected from the paid membership. The Executive shall meet during the year at the request of the President or any three Executive members.
The Executive shall consist of Past President, President, Vice President, Secretary, Treasurer, Morning Ladies Captain, Business Ladies Captain and the balance of the former executive shall become sub-committee officers. The term of office for each executive member shall be no longer than two years, with the exception of the Regina City Tournament Committee, who should stay on until our club hosts this event.
ELECTION OF OFFICERS
At the annual general meeting, there shall be elected to the Executive a President, Vice President, Secretary, Treasurer and a two person Tournament Committee. For both the Morning Ladies and Business Ladies section there shall be elected: a Captain, Assistant Captain, Handicap Director, Prize Committee rep and a Social Committee rep. As well as the above elected representatives there shall be elected two people to represent the Club in the Regina City Ladies Golf Championship Tournament. Other officers shall be elected as deemed necessary.
MEETINGS The Tor Hill Ladies Golf Club must hold an Annual Meeting of the general membership at the end of each season of play at which time the officers shall be elected. Fourteen days notice shall be given for the AGM. In addition, the Executive will convene a meeting of the membership prior to the scheduled opening of each season. The Executive will be further responsible for setting the date and place and giving notification to the members of all meetings. The Executive may call a meeting of the general membership during the year if deemed necessary.
QUORUM For executive meetings a majority shall constitute a quorum.
AMENDMENTS TO CONSTITUTION
Any section or part of the constitution may be annulled, amended, added to or suspended by majority vote of the members present at any general membership meeting convened for that purpose, or at any annual meeting, providing that such an annulment, amendment, addition or suspension has been specified in writing summoning such a meeting.
EXECUTIVE OFFICERS AND THEIR DUTIES
PRESIDENT – Shall preside at all meetings of the Executive and general membership and shall be ex-officio member of all committees, announce results of voting and cast tie- breaking vote. The president shall prepare and distribute an agenda before each Annual and general meeting, decide points of order, have Minutes read and signed, receive and submit for discussion all Motions made by the members, counter sign all cheques, certify by her signature all Acts, Orders or Proceedings of the meetings. One month prior to the AGM, she shall appoint a Nominating Committee of not less than three members, one from each of the two divisions of the club and including the Past President.
PAST PRESIDENT – Shall chair the nominating committee.
VICE PRESIDENT – Shall assume the duties of the President in her absence and train for her upcoming role as president.
SECRETARY - Shall have a copy of the constitution at all meetings, keep a Minute book and record the proceedings of all meetings, read the minutes of each meeting, carry out all correspondence, prepare an annual report and present it to the annual meeting.
TREASURER – Shall compile the membership list, keep proper accounting records for all monies received and spent, keep a bank account with two signatures for cheques written, sign all cheques with either the President or Secretary as the second signature, present a financial statement at all meetings. She shall carry out all correspondence relating to finance.
TOURNAMENT COMMITTEE – Shall post closing dates for all qualifying round competitions, the Tor Hill Ladies Club Championship and the Doubles championship, the Tor Hill Ladies Invitational, make up the draws for each of the above, compile the results and announce the winners. In conjunction with the Captains of Morning and Business Sections, the committee shall arrange the booking of tournament dates for the coming year.
CAPTAIN – MORNING LADIES SECTION – Shall be responsible for the Morning Ladies section fixture card for the full year, to present to the general meeting at the beginning of the year. Shall be in charge of the Morning Ladies Section Ringer Board, Birdie and Chip – In Board. Shall post closing dates for tournaments and competitions pertaining to the Morning Ladies Section well in advance and announce the winners of competitions and tournaments.
ASSISTANT CAPTAIN – MORNING LADIES SECTION – Shall assist the Captain in all competitions and tournaments and make up the Tuesday morning draws.
CAPTAIN – BUSINESS LADIES SECTION – Shall be responsible for the Business Ladies section fixture card for the full year, to present to the general meeting at the beginning of the year. She will be in charge of the business ladies section Ringer board and Birdie and Chip-In book. She shall post closing dates and tournaments and competitions pertaining to the Business Ladies section well in advance and announce the winners of competitions and tournaments.
ASSISTANT CAPTAIN – BUSINESS LADIES SECTION - Shall assist the captain in all tournaments and competitions.
HANDICAP DIRECTOR – MORNING LADIES SECTION – Shall assist the members to correctly maintain their handicaps.
HANDICAP DIRECTOR – BUSINESS LADIES SECTION – Shall assist the members to correctly maintain their handicaps.
SOCIAL COMMITTEE – MORNING LADIES SECTION – Shall attend to catering arrangements in consultation with the Executive and attend to all such needs of table décor, locker room needs. In events consisting of both sections, shall work together with the Business Ladies Social Committee to accomplish the above arrangements. Arrange for cards to be sent to members.
SOCIAL COMMITTEE – BUSINESS LADIES SECTION – Same as above.
PRIZE COMMITTEE – MORNING AND BUSINESS LADIES SECTIONS – Shall in conjunction with the Executive, be responsible for acquiring prizes for all competitions and attend to engraving of trophies. In events consisting of both sections, work in conjunction with each other to select prizes and engrave trophies.
REGINA CITY LADIES GOLF CHAMPIONSHIP COMMITTEE – Two elected members will represent Tor Hill assisting the host club with all aspects of participation in this tournament.
